Assessment of Disaster Readiness Tool (ADRT)

ADRT is a strategic concept and framework, which includes a measurable baseline assessment of a designated partner nation’s disaster readiness / resiliency level, supported by a strategic Disaster Management (Response) Plan (DMP/DRP) for improvement.


ARDT is a web-based, worldwide accessible solution which facilitates objective and measurable assessments used to help determine the capability, capacity, competency and self-sufficiency of a partner nation. ADRT also provides early warning information with links to the World Meteorological Organization (WMO), the National Oceanic and Atmospheric Administration (NOAA), the National Weather Service (NWS), and other monitoring agencies, as well as links to non-governmental organizations (NGOs), international non-governmental organization (INGOs), private voluntary organizations (PVOs) and other international emergency relief organizations for collaboration and coordination of efforts.

ADRT provides:

  • Disaster preparedness
  • Management coordination
  • Tracking of participating organizations to provide better coordination of organizations and efforts

Worldwide Usability

ADRT supports both U.S. Government and partner nation requirements to comprehensively determine the current state of disaster management capabilities, develop disaster management plans, and monitor progress towards improvement. Although initiated by the Army, ADRT can be used by other disaster response organizations worldwide. The ADRT framework and tools provide many benefits to the U.S. Army, U.S. agencies and organizations, combatant commands (COCOMs), and partner nations. It will also allow the partner nation to manage their own disaster management operations by providing them a DMP, DRP, connections to valuable resources, critical infrastructure architecture, and a readiness / resiliency development plan.

Manage Disaster Relief

ADRT transforms emergency disaster relief from a predominantly military endeavor to a predominantly civil response with necessary military support. ADRT provides tools and insights for theater level Army Commanders to use in support of COCOM Theater Engagement Plans.

Reduces Cost

ADRT will ultimately reduce costs to the United States by providing partner nations with the capability to better respond to all hazards, natural or man-made. ADRT will offer a means for continuous monitoring and assessment of a partner nation’s readiness / resiliency level and will help determine if the activities and resources provided are actually improving a partner nation’s competency and self-sufficiency.
